12. School Management Support Team 21-22

The School Management Support Team supports the coordination and management of electronic provision of data and information to all schools, academies and the Local Authority (LA). The Team provides a range of contextual and performance information to support school, early years and LA planning, performance monitoring and to assist with school self-evaluation.
Services that allow schools and the LA to meet statutory requirements will be free to all schools. This will include support for data collections, statutory processes and access to a core set of performance and contextual data.

  • Guidance, advice and support on all data collection exercises including
    • School Census, including Post 16 learning aims information for secondary schools
    • School Workforce Census
    • Early Years Foundation Stage Profile Assessments
    • Phonics Screening Check Assessments
    • Key Stage 1 Teacher Assessments
    • Key Stage 2 Teacher Assessments
  • Support for quality assurance of returns through the provision of
    • Checking files (pupil and school level results) for EYFSP, Phonics, KS1 and KS2 returns as part of the data collection arrangements
    • Reports based on information submitted on Post 16 Learning Aims in the School Census
  • Provision of the School Indicators System including
    • Individual school report including performance and contextual information and comparisons to county-wide results
    • Benchmarking tool to allow schools to compare results and contextual information with other schools within Buckinghamshire
  • Access to pupil projections information on request
  • Access to and support for software and data by
    • Providing support and guidance in the use of Analyse School Performance (ASP)
    • Maintaining the AnyComms Plus secure file transfer server and licences to facilitate the quick and secure transfer of files between schools and the LA
    • Maintaining the Local Authority ONE pupil database, working with schools to ensure that both school and LA systems hold up-to-date and valid information through B2B data transfer

For data collection exercises (e.g. School Census) the team will expect to receive timely and accurate returns from schools. Should this not be the case the team reserves the right to levy a charge for costs incurred for extra time spent on dealing with erroneous data. Where checking files/reports are provided to support the accurate completion of data collections it is the schools responsibility to access the files, complete any necessary checking and either notify the team of amendments needed or arrange to resubmit the return in a timely manner. This not being the case, the team reserves the right to levy a charge for costs incurred for extra time spent on dealing with late returns. The team will also be unable to process changes resulting from checking files if they are received after DfE deadlines.

We will advise by telephone or email, regarding any clarifications needed on data collection issues free of charge. We will also provide support for interpreting the analysis provided if required.

The School Management Support Team offer an Annual Buyback Package for maintained schools and Academies, which covers a range of performance and contextual analyses, as well as any guidance and advice required from the team.

All analyses are subject to availability of data and may change in the future according to DfE and Ofsted requirements.

Services that allow schools and the LA to meet statutory requirements will continue to be free to all schools.  This will include support for data collections, statutory processes and access to a core set of performance and contextual data.

The School Management Support Team (SMST) provides a service that checks the Free School Meals (FSM) eligibility of pupils by checking their parent’s details via the DfE’s Eligibility Checking System (ECS).

For every child registered for Free School Meals, your school will receive additional Pupil Premium funding so that you can support your disadvantaged pupils and close the attainment gap between them and their peers.

Parents apply to the school using a simplified paper form. In most cases no further paper evidence of benefits is required.

The school enters three details about the parent into a spreadsheet (NI number or National Asylum Seeker Service number, DOB and surname). This spreadsheet, which can contain multiple applicants, is then forwarded to the SMS Team by secure file transfer.

The SMS Team will then run batch routines through the DfE’s Eligibility Checking System (ECS), which will return either a True or False result for each parent. These results would then be passed back to the school securely using the file transfer process. The aim is to provide confirmation of eligibility no more than three business days after the school submits the spreadsheet. Paper evidence may then be required from a parent if they question a false result. The school will collect this evidence and assess the parent’s eligibility against the criteria. A list of protected pupils from the latest census is also provided.

This service runs on an academic year basis, from September to August each year in line with pupil intakes, but will be billed in line with other packages so that schools have a single payment point.

This package gives you access to the FFT Aspire system at discounted rates. FFT Aspire is a web based system that supports school self-evaluation and target setting.

This service will also include help and support from the School Management Support Team (SMST) via email and phone for all queries - accounts issues, data queries, report questions, "how to" etc..

We can only offer this service at the advertised price if a minimum number of schools purchase, if we don’t reach that minimum number we may have to withdraw the service.

Subscriptions run on an academic year basis, from September to August each year, but will be billed in line with other packages so that schools have a single payment point.

NB Academies

Before the School Management Support Team (SMST) can provide data support to academies, a data exchange agreement needs to be in place. If you do not currently have a data sharing agreement, please contact the SMST directly to obtain a copy if you want to participate in any of the following services.

The academy will also need to make sure that Privacy Notices are issued to every parent/guardian/carer in line with the guidelines issued by the DfE, ensuring that the sharing of information with Buckinghamshire Council is mentioned.

Academies with VAT element will have an addition of 20% to charging totals.

Bucks Council responsibilities

We will provide you with:

  • a professional coordination and management service for all customers
  • advice and support on all data queries and how to run reports required
  • advice in a timely and appropriate manner either via the telephone and email (dependent on the specific situation/availability);
  • updates on how the service can be delivered following COVID-19
  • access to core performance data and support on statutory processes

In addition we will:

  • Adhere to the set timeframes in terms of acknowledging a customer’s query.

 

School responsibilities

You will need to:

  • be reminded that 2020 assessments remain non-statutory, and participation in the collection and analysis would be voluntary at this stage
  • adhere to your own responsibilities within the identified process charts assigned to this agreement (i.e. conduct and discipline, capability, reorganisation etc.);
  • acknowledge that the service offered by the Schools Management Service Team is that of a supportive nature for your data needs
  • recognise the set timeframes in terms of the set response times;
  • raise any concerns around the service you are receiving as soon as the concern arises;

Changes to Services

  • Buckinghamshire Council reserve the right to amend service offerings as described in the brochure. These amendments will only be addressed in the event circumstances force changes to how we deliver our service going forward.
  • Buckinghamshire Council commits to providing sufficient notice, transition period and an effective date to any new arrangements that may be required. We will keep you informed and will be happy to discuss such changes and affects accordingly.

  • We will always aim to resolve any issues that might arise regarding service delivery. Please contact the School Management Support Team initially or the Business Development Team.
  • In the unlikely event that a dispute cannot be resolved to your satisfaction, you would need to raise a formal complaint.
  • All complaints are taken seriously and the Council will work with you to try to resolve your complaint to a satisfactory conclusion.

The formal Bucks Council complaint escalation process

The Council’s Customer Complaints and Information Team (CCIT). CCIT will acknowledge the complaint within 10 days of receipt.

 

The CCIT will then contact the Service Director with a request for information/investigation.

 

The CCIT will respond within 28 days.

Schools Management Support team are unable to provide any pro-rata refunds of any annual subscription withdrawal mid their contractual terms.

We require non-renewal instructions for FFT package (externally delivered service) no later than 30th April to cease new contract commencing on 1st September every year.
