Apply for a Section 50 or Section 171 licence

Section 50 licence

You need a Section 50 licence if you want to install or retain apparatus in or above the highway. The licence allows for breaking open the highway, including carriageway, footway and verge or any sewer, drain or tunnel in the ground.

A Section 50 licence costs £640.

A retrospective Section 50 licence costs £1270.
This is subject to change in April and new fees will be advised nearer the time.

A bond agreement will need to be made and paid before any licences can be processed, please allow a minimum 28 days’ notice for this

Before you complete the online form, you must have the following:

  • location plan or a map of the location
  • excavation plan with dimensions clearly identified in meters (length, width and depth)
  • site specific traffic management plans
  • name and address of your chosen contractor
  • front and back of the New Roads and Streetworks Act 1991 accreditation, operative and supervisor
  • statutory undertaker plans from your contractor (STAT plans)
  • a copy of your contractor’s risk assessment and method statement (RAMS)
  • a copy of your contractors Public Liability Insurance of £10 million
  • certification/qualification of use of CAT & Gennie location device
  • consent to connect and adoption agreement (if applicable) from the Statutory Undertaker

Applications will take a minimum of 4 weeks to complete (this will start once we have received a fully completed application).

Section 171 licence

You need a Section 171 licence if you:

  • want to undertake small excavations in the highway (this includes trial holes and minor highway alterations)
  • wish to book roadspace whereby tree felling/hedge cutting etc works can be carried out

A Section 171 licence costs £108.

A retrospective Section 171 licence costs £215.
This is subject to change in April and new fees will be advised nearer the time.

You need to ensure the traffic management complies with Chapter 8 and a suitably qualified operative installs this traffic management. A traffic management plan must be submitted with this application.

Before you complete the online form, you must have the following:

  • location plan or a map of the location

What happens next

Please note that your application will not be processed should you fail to submit the required supporting documents.  Failure to submit supporting information will cause delays and may affect your start date.
