1. Viewing planning applications

Bucks Planning show details of current planning applications for minerals and waste and our buildings. You can:

  • see the details and important dates
  • comment during set consultation periods
  • see supporting documents
  • see a map of the application

There may be a delay of several days between the date an application is valid and the documents being added to the website.


View mineral and waste planning applications

Comments added to the file, which is a public document, are subject to the Data Protection Act and may be added to our website in the future. 

If you receive an error when trying to comment, email them to us at mineralsandwaste@buckinghamshire.gov.uk.

If you are using a mobile or tablet device, it may be necessary to select 'Expand All' to view the comments made on an application.

2. How to have your say on planning applications

The planning team help determine planning applications for different types of development.

These include:

  • mineral working and associated processes e.g. gravel extraction and brickworks
  • waste management facilities e.g. landfill sites and recycling facilities
  • Buckinghamshire Council's own developments e.g., school buildings and new roads

Applications near you

If your home adjoins or is very near to a proposed development, we will notify you.

We will place notices on the site or on adjacent land. The notice is to tell people:

  • an application has been made
  • where to view the application
  • the address to write to with any comments

If we receive an application which is for either a major proposal, an EIA application, a departure from the development plan or would affect a right of way to which Part 3 of the Wildlife and Countryside Act 1981 applies, an advertisement will be placed in a local newspaper in addition to the erection of site notices on or near the site.

Commenting on an application

Comment on an application by either emailing or writing to us at the address given in the notification.

Tell us why you feel that an application should be permitted or refused consent. We may not to take into account any representations received later than two working days before the committee

How planning applications are decided

Some uncontroversial applications are decided by officers. These are delegated decisions set out in the council’s constitution.

All other applications are determined by the strategic sites committee.


Speaking at a committee meeting

Please note that due to coronavirus, the committee will meet virtually. Please take time to read the council's guidance on virtual meetings.

To speak at the committee, you must register your interest by 2pm on the Tuesday before the relevant committee meeting. If you have requested to speak on an application, we will tell you when it will be discussed at the committee. View meeting agendas

What you can comment on

At a meeting, you can comment on:

  • national policies (for example, the National Planning Policy Framework) 
  • policies in the development plans, such as, Buckinghamshire Minerals and Waste Local Plan (MWLP), District Local Plans, District Core Strategies or successor Development Plan Documents or compatibility of the development with Green Belt, Chilterns AONB, Green Space Policy
  • appearance and character of the development
  • traffic generation, highway safety and parking
  • overshadowing, overlooking and loss of privacy
  • noise nuisance, dust, odour, visual intrusion or other loss or amenity
  • site layout
  • restoration and landscape proposals

Avoid comments which are not planning matters, such as:

  • boundary disputes, private property matters
  • personal remarks (eg the applicant’s motives, financial situation etc)
  • service issues eg education policy

You can expand on your original comments or comment on the officer’s report. It is not appropriate to introduce new arguments at this late stage in the process. The Chairman may terminate your presentation if the content is slanderous or repeats points made by another speaker.

Who is entitled to speak

There are four categories of speaker:

  • members of the public who have made representations on an application either in their own right or on behalf of other individuals or organisations
  • parish or town council representatives
  • applicants or agents
  • councillors or local members

How long you can speak for

A time limit of three minutes will apply to each of the four categories of speakers.

If someone else has registered to speak in the same category in which you have registered, the speaking time will be shared. The meeting clerk will contact everyone concerned, and ask that you decide how to allot this time (once the deadline has passed for registering).

You are encouraged to nominate a single speaker, or to divide the time between yourselves.

Where this is not possible, the chairman will take speakers in the order of registering an intention to speak until the total time of three minutes has elapsed.

The chairman may allow additional speaking time. This will be at the chairman's discretion.

The circulation of documentation including photographs or presentation materials will not be permitted at planning committee.


3. Strategic sites committee

The strategic sites committee determines:

  • minerals and waste management applications
  • our own developments, for example, new school buildings and new roads
  • applications with wider strategic development, sites which have a significant impact beyond the specific local area and sites fundamental to the implementation of an adopted or emerging local plan
