Home to school transport consultation

1. Introduction

We are running a consultation to ask the public’s views on changes being made to the Council’s home to school transport arrangements. We have prepared a draft Home to School Transport Policy to show what the proposed arrangements will be.  This has been drafted in line with the Department for Education’s statutory guidance.

An analysis of the need for home to school transport has also been published.

The results of this consultation will be published and help inform a decision by the Council’s Cabinet in March 2019. A report will be published after this date which details the decisions made and the reasons for doing so.

Our legal responsibility

As a local authority, we have legal duties and powers in relation to home to school transport and Post 16 transport.  Some of these duties require the provision of free transport and some require consideration of whether to provide transport or travel assistance for a charge covering part or the whole of the cost of transport. This legal requirement is set out in the Education Act 1996 and are summarised in the draft policy.

We must ensure that the legal requirements are met but that does not mean we have to provide the service directly ourselves or that we have to continue providing transport services that have been provided in the past.  We must consider local circumstances to determine what is necessary and appropriate in Buckinghamshire. 

We must also consult interested parties on any proposed changes to our home to school transport and Post 16 transport policies.  We are interested in your views on the policy in general and also on whether any changes should be phased in so that children who start under one set of arrangements continue to benefit from these for a set period of time.
