Buckinghamshire's Strategic Environmental Assessment Summary
In July 2004, the Strategic Environmental Assessment (SEA) Directive was adopted by UK law, which impacts on the Second Local Transport Plan (LTP). The Directive requires the identification of the significant environmental effects of the plan before it is fully adopted in March 2006. The SEA process follows the procedures set out in the "Strategic Environmental Assessment - Core Guidance" published by the Department for Transport. The Full SEA Environment Report has and will continue to inform the further development of this Local Transport Plan. A Strategic Environmental Assessment Scoping Report (Jan, 2005) has already set out the environmental context of the SEA and the full Environment Report describes how Buckinghamshire's second LTP has; ¨ Considered significant effects on the environment, including biodiversity, fauna, flora, human health, soil, water, air, climatic factors, material assets, cultural heritage, landscape and the interrelationship between the different factors; ¨ Considered significant effects considered including secondary; cumulative; synergistic; short, medium and long term; permanent; temporary; positive and negative effects; ¨ Outlined reasons for selecting the alternatives dealt with, and a description of how the assessment was undertaken including any difficulties encountered and uncertainty; ¨ Proposed and considered mitigation measures; ¨ Provided for and considered monitoring proposals The Environmental report will be available to DfT and GOSE after the submission of the Provisional LTP on the 29th July 2005. Both documents will then be made available to the stakeholders, environmental bodies and the public. This will give an opportunity within a sufficient time frame to express their opinions of the two documents before the Full Second LTP is submitted to Central Government in March 2006. When the Second LTP is formally adopted a SEA Environmental Statement will be produced to accompany the Plan. This will provide a summary of how the findings of the Environmental Report and the consultations have been taken into account during the plan preparation stages and will indicate how environmental issues have been integrated into the Plan.
