Practitioners work within Fraser Guidelines which means they cannot offer or guarantee young people unconditional confidentiality. They are not legally bound to inform parents/carers unless the agency's procedures or confidentiality policy requires this.  Young people therefore have to be told that information may be passed on if the practitioner feels that this is to protect their well-being.
