The Environment Agency is responsible for flood defence, assessment of flood risk, preparation of Flood Level Management Plans on main rivers, monitoring rivers, giving flood warnings and dealing with pollution of all waterways.
Maintenance of all waterways is generally the responsibility of the riverbank 'riparian' owners. The Environment Agency, internal drainage boards and district councils have powers under the Land Drainage Acts to ensure such maintenance is carried out as necessary.
We have a statutory duty to maintain the highway in a safe condition which means dealing with the cause of flooding where possible. If this is not immediately possible we may have to erect warning signs or close roads.
