Community funded schemes

These are any traffic calming measures funded by a third party, often the relevant parish or town council, rather than by us.
A wide range of measures can be considered eg chicanes, islands, gateway features, signing, lining, surface treatments and, possibly, speed cushions, providing:
- There is no detrimental effect on road safety or the highway network
- The scheme is approved by us which is required due to public liability issues and the need to comply with national guidelines and standards
Process
- Any individual or group can request traffic calming measures
- Requests should be sent to our area office via the local Parish/Town/District Council
- Requests should set out the background, possible solutions and any other relevant information

An officer from the area office will visit the site concerned with local representatives to discuss the problems and various options
The protocol for community funded schemes will be made available providing advice on how to progress schemes, consultations, costs and other relevant issues
Funding
This can be in a number of ways:
- One off payments eg individuals or local councils
- Developer funded schemes
- Traffic calming fund - a scheme constructed and paid for initially by BCC which is repaid, interest free, by the Parish/Town Council over a three year period
Where appropriate a sum of money will be added to the overall scheme cost to cover future maintenance of the scheme by BCC.
Timetable
Priority will be given to approved schemes in the Local Delivery Plan. Community funded schemes will be progressed as soon as resources allow, but progress will depend on the number of applications and scale of the schemes involved.
