Overview & Scrutiny Commissioning Committee

Purpose of Committee

The Overview & Scrutiny Commissioning Committee has a statutory role to ensure that the Council carries out its responsibilities properly.  The Committee scrutinises the work of the County Council by regularly checking new decisions, ensuring that there are fair, practical and made in the public interest.  The Committee also reviews existing policies, procedures and practices and can suggest improvements where necessary.

Members of the public can address the Committee according to the following protocol:

 

  1. Any member of the public is allowed to speak
  2. The public can speak on any matter of local or public interest
  3. Total time available for public speaking will usually be 16 minutes but this can be altered at the Chairman’s discretion
  4. If there are more speakers than time allotted then comments can be submitted in writing or deferred to the following meeting
  5. Members of the public should register both their intent to speak and the subject matter with Democratic Services before 10am on the Friday before the meeting
  6. If appropriate the OSCC Chairman will respond to the member of the public within 7 days of the meeting with details of any further action proposed
  7. County Council issues will be referred to Officers or the Cabinet Member for a written response within 28 days with Democratic Services Officer/Policy Officer copied into response. External issues will be referred to the appropriate partner or official body.
  8. If a member of public is not satisfied with the response, they can be advised to request that a County Councillor brings it to OSCC as a Councillor Call for Action (CCfA) if it is appropriate
