Permit scheme
The scheme means permits are needed to dispose of household waste being deposited in commercial vehicles, people on foot, or trailers which are 1.2m x 0.9m and above up to our maximum permitted size at each site:
- Aylesbury, Aston Clinton, Beaconsfield and High Heavens HWRC up to 2.4m x 1.8m
- For all our other HWRC up to 1.8m x 1.2m maximum
These limits exclude tow bar and up to 60cm high with a cover.
A permit is also needed for disposing of asbestos in any vehicle - the limit is 4 sheets of approx 8ft by 3ft or 3 normal bin bags per calendar year and we have strict rules for wrapping this material for disposal to reduce risk to our others. Please ensure it's double wrapped in plastic and taped up.
Permits are valid for 31 days. DIY waste is limited to six items per permit. On expiry permits should be handed into a member of staff on site. When 2 recycling permits have been returned, a recycling permit with a 90 day duration can be requested.
Private cars, 4x4s or MPVs (up to 7 seats) do not need a permit except for Asbestos disposal. The height barriers have been permanently raised.

Hertfordshire residents
The above rules also apply to Hertfordshire residents who would like to use Buckinghamshire's Aston Clinton HWRC following the closure of Tring HWRC by Hertfordshire County Council. If you are coming in a commercial vehicle or car with a large trailer or disposing of Asbestos - you will need to obtain a permit.
If you have not had a permit before, you must call Hertfordshire County Council in advance on 0300 1234 051 to register your intention to visit Aston Clinton HWRC. Hertfordshire County Council will pass details onto Buckinghamshire Waste Permit Line. Once we have received these details you may contact the waste permit line to obtain a permit. Please note if you are a Tring householder visiting Aston Clinton HWRC in a car without a large trailer, you do not need a permit unless you are wishing to dispose of Asbestos.

If you intend to use any of these services, the duty of care requires that you make all reasonable checks to ensure the waste carrier/disposer is authorised to accept your waste. Charity
If you are a charity, contact Waste Permit Line on 01296 387828. All charities need to pre-register by writing on headed paper stating the Charity Commission Registration Number.
Charities also need to check with the Environment Agency (EA) about getting a Waste Carrier exemption letter. If you are a charity then you need to call the EA on 08708 506 506 and request a WMC2 form and this will enable the EA to review the situation and decide if it is appropriate to issue an exemption certificate.
Once these details have been verified, the charity can phone the Waste Permit Line and request a permit. Charity permits will not be sent out to charities in other counties - only those with addresses in Buckinghamshire. Any change of address will require the organisation to pre-register again. Charities are subjected to the standard householder limits and will not be allowed to bring in DIY waste or hazardous waste (e.g. air conditioning units, asbestos).
